Mineral vs Chemical Filters — Which Protects Better and How Do They Differ?

Zinc oxide, titanium dioxide or Tinosorb S? We compare mineral and chemical UV filters — how they work, safety, nanoparticles and EU [nano] labelling.

Mineral or chemical — a classification that needs updating

In cosmetology, sunscreen filters are traditionally divided into mineral (inorganic) and chemical (organic). While this distinction is widely used, it is an oversimplification — modern research has shown that both types of filters both reflect and absorb UV radiation. Nevertheless, the differences in how they work, their safety profiles and their cosmetic properties are significant.

In this article we compare the two types of filters based on current scientific data, taking into account European regulations on nanoparticles.

Mineral filters — ZnO and TiO2

Two mineral filters are used in cosmetic products:

Zinc Oxide (ZnO)

Zinc oxide is the only mineral filter that provides broad-spectrum protection — it effectively shields against both UVA and UVB. Its protective range covers wavelengths from 290 to 380 nm, making it one of the most versatile filters available on the market. Additional benefits of ZnO:

  • Naturally photostable — it does not degrade when exposed to light.
  • Anti-inflammatory and antibacterial properties — beneficial for acne-prone skin.
  • The lowest allergenic potential of all UV filters.

The downside of ZnO is the white cast it leaves, which is especially noticeable on darker skin tones. Manufacturers address this issue by using nanoparticles or tinting formulas with pigments.

Titanium Dioxide (TiO2)

TiO2 protects primarily against UVB and short-wave UVA (UVA II, 315–340 nm). Its protection against long-wave UVA (UVA I, 340–400 nm) is limited. For this reason, TiO2 is rarely used as the sole filter — it is usually combined with ZnO or organic filters to achieve full-spectrum coverage.

TiO2 is also widely used in colour cosmetics as a white pigment (CI 77891), where it serves a dual purpose — it provides coverage and adds extra UV protection.

Chemical (organic) filters — a new generation

Organic filters absorb UV radiation and convert it into heat. Their main advantage is cosmetic elegance — they leave no white cast and are easily absorbed into the skin. Key substances:

Avobenzone (Butyl Methoxydibenzoylmethane)

The most popular UVA filter in the world, with peak absorption at 357 nm. The main problem: Avobenzone is photo-unstable — it loses up to 50–90% of its effectiveness after one hour of sun exposure if it is not stabilised. It needs to be combined with stabilisers such as Octocrylene or Tinosorb S to maintain its effectiveness.

Tinosorb S (Bis-Ethylhexyloxyphenol Methoxyphenyl Triazine)

A next-generation filter with broad-spectrum protection (UVB + UVA) and excellent photostability. Tinosorb S is not only stable itself, but also stabilises other unstable filters, including Avobenzone. It is approved in the EU at concentrations of up to 10% and is unavailable on the US market (no FDA approval).

Tinosorb M (Methylene Bis-Benzotriazolyl Tetramethylbutylphenol)

An organic filter in microparticle form that combines features of both mineral and chemical filters — it both absorbs and scatters UV radiation. It provides broad-spectrum protection and is photostable. Because of its microparticle form, it is classified as [nano] in the EU.

Nanoparticles — safety and EU regulations

Nanoparticles are particles measuring less than 100 nm. In mineral filters they are used to eliminate the white cast — micronised ZnO and TiO2 become invisible on the skin.

Under Regulation (EC) No 1223/2009 on cosmetic products, every ingredient in nano form must be marked on the INCI list with the word [nano] — e.g. “Zinc Oxide [nano]” or “Titanium Dioxide [nano]”. The manufacturer is required to notify the European Commission of such an ingredient six months before placing it on the market.

Studies to date indicate that ZnO and TiO2 nanoparticles do not penetrate healthy, intact skin. The European Scientific Committee on Consumer Safety (SCCS) has deemed them safe at concentrations of up to 25% in non-aerosol form. However, the use of nano products in spray form is not recommended due to the risk of inhalation.

Comparison — a table of key differences

When choosing a filter, it is worth considering several criteria at once:

  • Protection spectrum: ZnO — broad; TiO2 — mainly UVB; Avobenzone — UVA; Tinosorb S/M — broad.
  • Photostability: Mineral — excellent; Avobenzone — poor (requires stabilisation); Tinosorb — excellent.
  • Tolerance: Mineral — best; Chemical — may irritate sensitive skin.
  • Cosmetic elegance: Mineral — white cast; Chemical — invisible on the skin.
  • Environmental impact: ZnO and TiO2 [nano] — research ongoing; Octocrylene and Oxybenzone — harmful to coral reefs.

Which filter should you choose?

There is no single answer — the optimal choice depends on your skin type, exposure conditions and cosmetic preferences:

  • Sensitive, reactive or children's skin: mineral filters (ZnO + TiO2) — minimal risk of irritation.
  • Everyday protection under make-up: modern organic filters (Tinosorb S, Uvinul A Plus) — lightweight texture, no white cast.
  • Intense exposure (beach, mountains): combined formulas — mineral + organic — for maximum protection and photostability.
